The mission isn't over.
Navy SEAL Commander James Reece turns to vengeance as he investigates the mysterious forces behind the murder of his entire platoon. Free from the military's command structure, Reece applies the lessons he's learned from nearly two decades of warfare to hunt down the people responsible.
Six months after finishing his list, James Reece - the world's most wanted man - is still at sea reckoning with his remaining life after exacting revenge without constraint. Halfway across the world, Kate Buranek's notoriety from publishing Reece's story hinders her more than it helps as she navigates a bleak media landscape and shocking geopolitical events in the wake of Al-Qaeda's resurgence.
At the Hastings Hunting Reserve in Mozambique, Reece finds new meaning in preserving and protecting the land and animals. In D.C., Raife Hastings discovers that someone is diverting weapons shipments directly into the hands of terrorists.
When the CIA opts to recruit Reece instead of incarcerate him, the world's most wanted man travels to a black site in Morocco with Freddy Strain. The former SEALs train up for an operation to find and turn Reece's former ISOF ally, MO FAROOQ, who has defected to Al-Qaeda. In D.C., Raife seeks Katie's help investigating Congress's role in the missing weapons shipments.
No longer sure who they can trust within the Agency, Reece and Freddy take matters in Beirut into their own hands. Reece struggles to rectify the Mo he knew in 2015 with the man he's become. And in the aftermath of Stewart McGovern's apparent murder, Katie struggles to build a story without a source.
After rooting out the mole in the CIA, Reece, Freddy, and Ground Branch deploy to Al-Nawaz's next meeting location to cut Al-Qaeda off at the head before they can make their next attack against the West. Raife follows Katie's latest lead on the "Kestrel" conspiracy and seeks the help of an unexpected ally to expose the people behind it.
Jules Landry and Oliver Grey make the final preparations for Kestrel's most pernicious attack yet. Reece hunts down Landry to extract details on the imminent terror attack while Raife moves overseas to unite with an old friend and locate Grey.
Vasili Andrenov's peace plan for Ukraine and Russia has finally materialized in the city of Odesa. Reece and Freddy jet to the site of the peace accord announcement to stop the President from taking the stage and becoming Kestrel's latest target.
Returning to the U.S. as a free man is little solace to Reece who vows vengeance against the men responsible for the death and destruction in Odesa. But Reece's revenge only dredges up more questions about his role inside a broader plot reaching back generations.
